Functions/Mandate:

1.Ensure that all laws and policies governing the appraisal and assessment of real properties for taxation purposes are properly executed;

2.Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in the valuation and assessment of real properties for taxation purposes;

3.Exercise the functions of appraisal and assessment primarily for taxation purposes of all real properties in the local government unit concern.

4.Issue upon request of any interested party, certified copies of assessment records of real property and all other records relative to its assessment upon payment of a service charge or fee to the tresurer.

5.Prepare a schedule of the fair market value for the different classes of real properties in accordance with Title Two under Book II of Local Government Code.

6.Attend sessions of the local board of assessment appeals whenever his assessment is the subject of the appeal and present or submit any information or record in his possession as may be required by the board.

7.Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.


Objectives:

1.To provide adequate funds with which to underwrite basic and essential public services within the real of responsibilities;

2.To upgrade assessment services by updating assessment techniques, procedures and practices and thereby bring about equitable distribution of the realty tax burden among real property owners throughout the country.

Services:

1.Disseminate guidelines/options/rulings on assessment
2.Recommend and implement solutions to problems on assessment operations
3.Act on queries/ requests of Real Property Owners
4.Prepare documents and reports relative to assessment
5.Update/ maintain technical assessment records
6.Prepare/ submit 1 set of Plans & Programs & Annual Budget
7.Conducts Staff meetings if needed
8.Undertake intensive field work to discover and assess/reassess real property units
9.Issued certified true copies of Tax declaration and other certifications/ documents requested by real property owners upon payment of fee
10.Transfer/ correct/ segregate property owners tax declarations
11.Coordinate with other agencies for information/ data affecting assessment operations
12.Attend meetings with PHALTRA/ REGATA/ PLAQUE INC.

Documents Required for the Issuance of Tax Declarations

1. New Assessments:
    1.1- Titled
        a. Xerox copy of title
        b. Issuance fee
        c. Real Property tax
    1.2- Untitled
        a. Approved survey plan prepared by a Geodetic Engineer
        b. Certification from the Bureau of Forestry & Bureau of Lands
        c. Issuance fee
        d. Real Property Tax

2. Simple Transfer:
    1.1- If Titled
        a. Xerox copy of Title
        b. Transfer Tax, transfer fee, Issuance fee
        c. Deed of conveyance
        d. Land Tax certificate
    1.2- If the Title is not yet transferred
        a. BIR clearance, Capital Gain Tax Payments
        b. Deed of Conveyance duly registered at Registered of Deeds
        c. Transfer Tax, transfer fee, issuance fee
        d. Land Tax Certificate

3. In Case of Increase/Decrease in Area
    1.1- Xerox of title
    1.2- Some requirements as in No. 2
    1.3- If CLOA (Certificate of Land Ownership Award)
        a. Xerox of title
        b. Approved Segregation Plan
        c. Land Tax Certificate

4. In Case of Reclassification
    1.1- Approved Survey Plan
    1.2- Ocular Inspection
    1.3- Certificate of Land Conversion

5. Buildings and Other Structures
    1.1- Building Permit
    1.2- Certificate of Occupancy

6. Machinery
    1.1- Date of Installation and operation
    1.2- Certification from the comptroller/ Gen. Manager of the Corp. as to actual cost of machinery
    1.3- If applicable, certification from the Board of Investment that the machinery is new

7. Others
    1.1- Sworn Statement declaring the true value
    1.2- Residence certificate
    1.3- Written request of the property owner
    1.4- Authority to represent the owner
