REQUIREMENTS FOR APPLICATION OF BUILDING PERMIT (Section 302 NBC)
 
1. A description of the work to be covered by the permit applied for:
    a. In case the applicant is the registered owner of the lot:
        1.Certified copy of TCT
        2.Tax Declaration
        3.Current Real Property  tax receipt
    b. In case the applicant is not the registered owner of the lot
        1.Duly notarized copy of the contract  of lease, or
        2.Duly notarized copy of the deed of absolute sale, or
        3.Duly notarized copy of the contract of sale
2. The use or occupancy for which the proposed work is intended.
3. Estimated cost of the proposed work.
4. Six (6) sets of plans and specifications prepared, signed, and sealed
    a)Geodetic Engineer, in case of lot survey plans;
    b)Architect, in case of architectural documents;
    c)Civil Engineer, in case of civil/structural documents;
    d)Professional Electrical Engineer, in case of electrical documents;
    e)Professional Mechanical Engineer, in case of mechanical documents;
    f)Sanitary Engineer, in case of sanitary documents;
    g)Master Plumber, in case of plumbing documents;
    h)Electronics Engineer, in case of electronics documents.
5. Structural Analysis (Section 1.3 NSCP)
6. Boring and Load Tests for hree (3) storeys and higher
7. Photocopy of PRC ID, PTR No. of signing Registered Professional (Sec 1.4 NSCP)
8. Written Consent from owner of adjoining property (Sec. 7.3.2 NSCP)
9. Locational  Clearance/Zoning Certificate ( from MPDC)
10. Sanitary Clearance (from RHU) (Sec. 3.2.2 Chapter XVII PD 856)
11. Fire Protection Clearance  (from BFD) (MOA between MOND and MPW dated 1978)

STEPS IN SECURING BUILDING  PERMIT
 
1. Prepare  all requirements for application of  Building Permit.
    NOTE: Complete list of requirements as written above
2. Secure written authorization from the owner of the building, in case the person who will follow-up is not the real applicant.
3. Get various clearances/certificates to concern Local Agency/ Offices
    First      3.1    Locational Clearance/Zoning Certificate (MPDC)
    Second 3.2    Sanitary Clearance  (RHU)
    Last      3.3    Fire Protection Clearance (BFP)

NOTE:  Secure  “Assessment and Order Payment Sheet” from the office of the Mun. Engineer as – requirement of BFP prior to issuance of Fire Protection Clearance
4. Pay  corresponding “Building Permit  Fees” to Treasurer’s Office
5. Present complete set of plans, specifications, clearances, and official receipt to office of the Municipal Engineer for final evaluation.
6. Issuance of Building Permit
    -When satisfied that the work described in an application for Bldg. Permit and the  Plans and Specification submitted therewith, conform to the requirement of the National Building  Code and other pertinent rules and regulations.

 

Documents Required for the Issuance of Tax Declarations

1. New Assessments:
    1.1- Titled
        a. Xerox copy of title
        b. Issuance fee
        c. Real Property tax
    1.2- Untitled
        a. Approved survey plan prepared by a Geodetic Engineer
        b. Certification from the Bureau of Forestry & Bureau of Lands
        c. Issuance fee
        d. Real Property Tax

2. Simple Transfer:
    1.1- If Titled
        a. Xerox copy of Title
        b. Transfer Tax, transfer fee, Issuance fee
        c. Deed of conveyance
        d. Land Tax certificate
    1.2- If the Title is not yet transferred
        a. BIR clearance, Capital Gain Tax Payments
        b. Deed of Conveyance duly registered at Registered of Deeds
        c. Transfer Tax, transfer fee, issuance fee
        d. Land Tax Certificate

3. In Case of Increase/Decrease in Area
    1.1- Xerox of title
    1.2- Some requirements as in No. 2
    1.3- If CLOA (Certificate of Land Ownership Award)
        a. Xerox of title
        b. Approved Segregation Plan
        c. Land Tax Certificate

4. In Case of Reclassification
    1.1- Approved Survey Plan
    1.2- Ocular Inspection
    1.3- Certificate of Land Conversion

5. Buildings and Other Structures
    1.1- Building Permit
    1.2- Certificate of Occupancy

6. Machinery
    1.1- Date of Installation and operation
    1.2- Certification from the comptroller/ Gen. Manager of the Corp. as to actual cost of machinery
    1.3- If applicable, certification from the Board of Investment that the machinery is new

7. Others
    1.1- Sworn Statement declaring the true value
    1.2- Residence certificate
    1.3- Written request of the property owner
    1.4- Authority to represent the owner
    1.5- FAAS
